14. When an application for registration meets the requirements of sections 7 to 13 that apply to it, the Minister opens, in the electronic system,
(1)  for each emitter or participant, a general account in which the emission allowances that may be traded are recorded; and
(2)  for each emitter, a compliance account in which the emission allowances used to cover the GHG emissions of its covered establishments at the end of a compliance period must be recorded.

(2)  for each emitter, a compliance account in which the emission allowances used to cover the GHG emissions of its covered establishments at the end of a compliance period must be recorded.

14. A participant may ask the Minister to close the participant’s general account and strike out the participant’s registration by providing
(1)  the participant’s name and contact information;
(2)  the participant’s identification number and general account number;
(3)  a transaction notice under the first paragraph of section 25 for all the emission allowances recorded in the general account; and
(4)  the participant’s signature or, if the participant is not a natural person, the signature of its chief officer, along with the date of the application.
